A brief history of ITIL and how it has developed over the last twenty years or so can be found by clicking here.
 
ITIL has evolved through three iterations or versions and the current version is referred to as ITIL v3, this is simply because ITIL v2 co-existed with version 3, whilst the various courses, examinations, institutes and training organizations were established to support the certification of individuals interested in ITIL.

Information regarding the Examination Institutes (EI) within the document is slightly out of date and an updated list can be found here.

Can we do ITIL version 3 directly without doing the previous version ?

Yes you can undertake ITIL V3 without having experience of ITIL V1 and ITIL V2.
